I GENERAL GUIDELINES |
| Article 1 |
TITLE AND CONSTITUTION |
| The International Federation of Broomball Associations (IFBA) is an association consisting of the National Sport Governing Bodies that are recognized by their controlling association for the Sport of Broomball in their respective countries. |

| Article 2 |
OBJECTIVES |
|
The objectives of the IFBA are to promote, develop and organize the Sport of Broomball world-wide. |
| |
| Article 3 |
ADDRESS OF THE FEDERATION |
| The address of the IFBA shall be determined by a resolution agreed to by the Board of Governors at the General Assembly. |
| |
| Article 4 |
NEUTRALITY |
| The IFBA shall take steps as shall be deemed necessary or advisable to prevent any discrimination against a country or an individual for reasons of race, religion or politics. |
| |
| Article 5 |
DOPING ABUSE |
|
The IFBA recognizes WADA Anti-Doping Code revision effective as of January 1, 2009. If the situation warrants, WADA is the administration in charge in the case of doping abuse during IFBA Sanctioned activities. |

| Article 6 |
REPRESENTATIONS |
|
The IFBA represents the International Broomball activities for all public authorities, media and other nations exclusively. |

| Article 7 |
PUBLICATIONS |
| 7.1 |
To inform its members regarding official publication and invitations, the IFBA can form its own publications/medium. |
| 7.2 |
Details shall be governed by an IFBA regulation. |
| |
| Article 8 |
FISCAL YEAR |
|
For the purpose of financial reporting, the IFBA’s year end will start from January 1 of each year and end December 31, of each calendar year. |

II MEMBERSHIP
|
| Article 9 |
MEMBERSHIP OF THE IFBA WITHIN OTHER FEDERATIONS |
| 9.1 |
The aim of the IFBA is to co-operate within the international sports community and to gain memberships of suitable International Federations, including World Games Association, International Masters Games Association, GAISF and the IOC. |
| 9.2 |
In differences of statutes, the IFBA Statutes take precedence. |

| Article 10 |
MEMBERSHIPS WITHIN THE IFBA |
| 10.1 |
The membership can be recognized to all National Sport Governing Bodies (one per nation), that aim to promote and preserve broomball and organize national championships. |
| 10.2 |
The registered members of the IFBA are restricted from becoming members of any other International Broomball Organization or holding multiple registrations for international competition. |

| Article 11 |
TYPES OF MEMBERSHIP |
|
The IFBA differentiates between ordinary members, provisional members, honorary members and associate members. |
| |
| Article 12 |
APPLICATIONS FOR MEMBERSHIP |
| 12.1 |
A National Sports Governing Body applying for membership shall address a written request to this effect (all documents in English), to the Secretary General of the IFBA. The application shall contain the name and address of the headquarters of the applying Association, names and addresses of the board members of the Association, Statutes and other Regulations of the Association, minutes from the foundation and if possible, registration documents from their National Authorities and current financial statements. |

All new applications will be reviewed by the Executive Committee for approval and submitted to the Board of Governors at the General Assembly for Governors endorsement. The Executive Committee is authorized to provide temporary membership in extenuating circumstances. |

| Article 13 |
AQUISION OF PROVISIONAL MEMBERSHIP |
| 13.1 |
The applicant can be a section of another Sport Federation that is a member of the National Sport Governing Body. |
| 13.2 |
If the statutes and regulations correspond to the statutes of the IFBA and the conditions for membership are fulfilled, the Ordinary Members will be notified of the acceptance of the application. |
| 13.3 |
The Provisional Membership is granted by the Executive Committee. The EC shall take a decision on the objections that the Ordinary Members file within 30 days after the notification of the application. |
| 13.4 |
Provisional Membership may only be granted for a period of two (2) years. After a maximum of four (4) years from becoming a provisional member the Association will automatically become an Ordinary Member after a vote of acceptance at the IFBA General Assembly. |
| 13.5 |
Provisional members will not have voting rights at the General Assembly but may attend as observers if a request is made to the General Secretary. |
| 13.6 |
Countries participating in more than one (1) World Championships prior to 2006, will not be entitled to Provisional Status. |
| 13.7 |
The cost to become a Provisional Member is determined by the Board of Governors at the General Assembly. |

| Article 14 |
ACQUISITION OF ORDINARY MEMBERSHIP |
| 14.1 |
The applying Association shall be a self ruled Broomball Association or a self ruled broomball section in another Association. |
| 14.2 |
The Association shall consist of a minimum of 5 clubs/teams. |
| 14.3 |
The Association shall be the Organizer of National Broomball Championships. |
| 14.4 |
The Association shall be a member of the National Sports Confederation (Exception: if there are justifiable reasons). |
| 14.5 |
After a maximum of two (2) years from becoming a Provisional Member, the Association will automatically become an Ordinary Member after a decision at the IFBA General Assembly. This will only take place if the Association in question is complying with article 14 and the financial regulations after they have applied for the status of Ordinary Member. |
| 14.6 |
An application for Ordinary Membership can also be submitted to the IFBA according to Article 12, paragraph 1, earlier than two (2) years. |
| 14.7 |
Ordinary Membership is granted by the approved Governors at the General Assembly. |
|
Note: Until the next scheduled General Assembly in 2010, the cost to become a Provisional Member is set at FIVE HUNDRED dollars (500.$ CDN) annually prior to May 1 of each year, payable to the IFBA Treasurer. Members are to submit the funds by bank transfer to the IFBA account. The account number will be provided by the Treasurer upon notice of intent to become a member or payment of annual dues. |

| Article 15 |
MEMBERS RIGHTS |
| 15.1 |
Provisional Members are entitled to: |
|
- Participate at the General Assemble as Observers only and are not entitled to a vote, but do have the right to submit motions in writing to the General Secretary 4 months prior to the Governors Meeting.
- Allow their Club Teams to participate in games and tournaments sanctioned by the IFBA according to the Competition Regulations.

Ordinary Members are entitled to: |
|
- Full Co-management of all IFBA activities with the limits of the competence given by the statutes. All official members have equal rights within the IFBA.
- Participate at the General Assembly with voting status and with the right to make motions.
- If a new regulation that has been published is opposed (within 30 days notice), a majority of members attending (50+1) can claim approval of the regulation by the General Assembly.
- Participate in National and World Championships organized by the IFBA with their National team and teams wishing to participate in the alternate categories of the events.
- Participate with their various National Teams in Championships if the requirements are fulfilled.
- Allow their Club Teams to participate in games and tournaments sanctioned by the IFBA according to the Competition Regulations. These events include the Pacific Rim Championships and European Championships.

| Article 16 |
MEMBERS DUTIES |
| 16.1 |
Provisional Members are obliged to: |
|
- Be aware of the statues, regulations, decisions and other directions of the IFBA and its bodies and to brief their own members on them.
- Omit any activities that could be detrimental to the interests and the status of broomball in general and the IFBA in particular.
- Fulfill the requirements of the Financial Regulations pertaining to membership registration fees.

Ordinary Members are obliged to: |
|
- Be aware of the statues, regulations, decisions, and other directions of the IFBA and membership and to brief their own members on them.

| Article 17 |
LOSS OF MEMBERSHIP |
| 17.1 |
The membership expires by:
resignation (withdraw)
Exclusion
Dissolution
Financial Arrears to the IFBA |
| 17.2 |
The expiration of membership does not dispense from member’s duties during the membership time. |
| 17.3 |
A Member Organization can lose their member’s rights after the expiration of paid membership. Specifically, they have no legitimate claim to the fortune of the IFBA. |

| Article 18 |
RESIGNATION |
|
Any withdrawal from the IFBA must be submitted to the official address of the IFBA within 90 days notice to the end of the Federations fiscal year. |

| Article 19 |
DISSOLUTION |
|
In the case of dissolution of a International Association the membership expires at the day of the decision of dissolution. |
| |
| Article 20 |
REACQUISITION OF MEMBERSHIP |
|
In the case of reapplication of a former member (National Association), it has to meet in addition to the specific conditions in Article 13 all arrears of duties. |

| Article 21 |
HONORARY MEMBERSHIP |
| 21.1 |
The General Assembly may grant the title of Honorary President or Honorary Member status to any individual person who has rendered meritorious service to the IFBA in accordance with the IFBA Honorary Membership Policy. The EC shall review the applications for approval prior to notifying the name of such individual to the General Assembly for approval. Applications will only be accepted from members in good standing with the IFBA. |

Honorary Members must to be invited to the General Assembly by the President and are entitled to take part in the discussions if asked to do so by the President. |
| 21.3 |
Honorary Members have no membership fees to pay and have no legitimate claim to the fortune of the IFBA. |
| 21.4 |
Honorary Members do not have voting privileges at the General Assembly. |
| 21.5 |
Honorary Membership status may be endorsed to a member still active with the IFBA. |

| Article 22 |
ASSOCIATE CORPORATE MEMBERSHIP |
| 22.1 |
Granted to Corporations who provide a written request to the IFBA Executive Committee to become an Associate Corporate Member of the IFBA. |
| 22.2 |
Associate Corporate Member does not entitle the member to sponsorship status but will be entitled to participate in bidding for World Broomball Championship sponsorship. |

III FINANCES

| Article 23 |
REVENUES |
|
The revenues of the IFBA consist, amongst others, of:
- Membership Fees to include Ordinary Membership, Provisional Membership, Associate Corporate Member
- Event Participant Fees
- Sanction Fees
- Subventions, donations, gifts
- Returns of trade and agreement
- Sponsorships

MEMBERSHIP FEE |
| 24.1 |
Membership Fees are levied to all countries in accordance with the amounts set by the General Assembly. |
| 24.2 |
A Provisional Membership based on the approval of application as per Article 13 for a period of two years is determined by the IFBA Executive. The fee is payable once per calendar year on or before May 01. Applications made after May 01 are based on the two year cycle on the even year (ie; 2002, 2004, and 2006). |

| Article 25 |
ORDINARY MEMBERSHIP |
| 25.1 |
Membership Fees are levied to all countries in accordance with the amounts set by the General Assembly. |
| 25.2 |
An Ordinary Membership, based on the approval of application as per Article 14 for a period of one year is FIVE HUNDRED dollars CDN ($500.00). The fee is payable once per calendar year prior on or before May 01. Applications made after May 01 are based on the two year cycle on the even year (ie; 2002, 2004, and 2006). |

ASSOCIATE CORPORATE MEMBERSHIP |
| 26.1 |
Associate Membership Fees are levied to all corporations, businesses, who wish to be affiliated with the IFBA as a recognized supporter will be assessed fees in accordance with the amounts set by the General Assembly. |
| 26.2 |
An Associate Corporate Membership, based on the approval of application as per Article 22 for a period of one year is FIVE HUNDRED dollars CDN ($500.00). The fee is payable once per calendar year prior on or before May 01. Applications made after May 01 are based on the two year cycle on the even year (ie; 2002, 2004, and 2006). |

| Article 27 |
SPECIAL EVENT PARTICIPATION FEES |
| 27.1 |
Interpreted as; “fees assessed teams entering IFBA Sanctioned events in accordance with the IFBA Hosting Policy”. |
| 27.2 |
The IFBA Executive Committee will set the cost of the Special Event Fees based on the conditions of the event, the amount of teams participating and the budgets to support the event. |
| 27.3 |
Unless passed by special resolution of the General Assembly, the standard fees assessed for entry to the World Broomball Championships are set by the IFBA Executive prior to each event. |

| Article 28 |
LIABILITY |
| 28.1 |
The IFBA is liable for its engagements exclusively and only with its own assets. It is excluded to have recourse to the National Associations. |

| IV LEGISLATIVE/EXECUTIVE BODIES |

The structure of the IFBA consists of the following bodies:

| A - THE GENERAL ASSEMBLY |
| Article 30 |
ORDINARY GENERAL ASSEMBLY |
| 30.1 |
The Ordinary General Assembly is the supreme body of the IFBA. The Assembly shall be held every two years in conjunction with the Senior World Broomball Championships or until such time, financial contributions support providing funds to facilitate compensating a Governor’s travel to the Governors Meeting. Should compensation be available, the General Assembly will meet once per year as scheduled by the President/CEO of the IFBA specifically in conjunction with World Senior and Junior Championships. |

The General Assembly shall be announced by the Executive Committee at least 180 days in advance. The summons to the General Assembly together with the agenda, the Executive Committee reports, financial report, budget, nominations and if there are motions and proposals of the National Associations shall be sent to the National Associations at latest 45 days in advance. |

| Article 31 |
Extraordinary General Assembly |
| 31.1 |
The President/CEO or a Majority of the Ordinary Membership (Majority as per 50+1 policy), can claim the summoning of an Extraordinary General Meeting. The President/CEO shall select a location conducive to the geographical location of the Ordinary Membership. |
| 31.2 |
The Extraordinary General Assembly shall be held within 100 days since the service of the claim. The procedure shall be equal to the one of the Ordinary General Meeting. |

| Article 32 |
NOMINATIONS, MOTIONS AND PROPOSALS |
| 32.1 |
Nominations of candidates for the position of IFBA President shall be approved by the National Sport Governing Body of the candidate and submitted to the official address of the IFBA at latest 90 days in advance of the General Assembly. |
| 32.2 |
All proposals and motions of the Ordinary Membership shall be sent to the official address of the IFBA either by regular post or by email a minimum of sixty (120) days in advance. |
| 32.3 |
All proposals and motions will be reviewed by the Executive Committee prior to distribution to the Ordinary Membership to ensure no improprieties exist with the proposals and motions. |
| 32.4 |
All submitted proposals, motions, and nominations must be approved through parliamentary procedures of a voting majority of members in good standing consisting of fifty percent plus one (50% + 1) votes. |
| 32.5 |
The President/CEO has the right to call for a vote by show of hands or by secret ballot when requested by the majority of the General Assembly. |
| 32.6 |
Voting for the position of President/CEO the vote will be conducted by secret ballot only. |
| 32.7 |
The Governors have the right to call for a “Vote of Confidence” of the President/CEO. Should there be a negative vote, the IFBA VP-Operations will assume the duties of the President or a Member Selected by the Board of Governors to assume the duties of the IFBA President only. |

The President will ask for a nomination to destroy ballots after the vote has been confirmed and approved. |

AGENDA AT THE GENERAL ASSEMBLY |

The functions and competence of the General Assembly are:
- Call the General Assembly to Order
- Approval of present Associations and the voting roll.
- Approval of the agenda with the Power to Add.
- Reading of the previous General Assembly minutes.
- Admission or expulsion of ordinary member associations.
- Approval of the circulated Executive Committee Reports.
- Financial Report – Presented by the IFBA Treasurer
- Budget Review and approval
- Membership Fee Review
- Amendments to the Constitution
- Amendments to the Bylaws
- Approval of the Executive Committee
- Discussion of the duties of the Executive Officers
- Review job descriptions of the Executive Committee
- World Championships Bid Proposals
- Old Business:
- New Business
- Approval of Honorary Member submissions
- Approval of the location for the Next General Assembly
- Motion to adjourn

| Article 34 |
VOTING STATUS |
| 34.1 |
Each member association is allowed to participate with two persons (delegates legitimated by the National Associations) at the General Assembly. |
| 34.2 |
Each Ordinary Member Association that has fulfilled their obligation’s to the IFBA is entitled to one (1) vote at the General Assembly. |
| 34.3 |
Ordinary Member Associations may request to have observers at the General Assembly. The President will authorize the observers and announce to the General Assembly the observers in attendance. |
| 34.4 |
Observers may not sit at the table with the Governors and are not permitted to speak or vote during the Assembly. |
| 34.5 |
The President has the authority to remove an observe who does not abide by 34.5 above. |

| Article 35 |
ELECTIONS AND DECISIONS |
| 35.1 |
Elections will be conducted by a non partisan member as selected by the President/CEO and approved by the General Assembly. The person or those persons with the most votes shall be considered elected. |
| 35.2 |
Decisions will be conducted by a secret ballot. |
| 35.3 |
Elections and decisions shall be taken by simple majority of the present votes. Majority constitutes fifty percent plus one votes (50%+1). A motion to destroy the ballots must be made at the conclusion of the vote and the election is decisive. |
| 35.4 |
Abstention votes will be considered as “no vote” and will not be counted as a vote. The fifty percent plus one (50%+1) rule will take effect. |

| Article 36 |
PROTOCOL (MINUTES) |
| 36.1 |
The minutes shall be distributed to the Executive Committee, Ordinary and Provisional Membership no later than sixty days (60) after the completion of the General Assembly. |
| 36.2 |
The minutes are considered to be approved by the Ordinary Member Associations unless substantiated objection in writing is sent to the Secretary General of the IFBA within thirty (30) days notice from the conclusion of the meeting. |
| 36.3 |
In the case of an objection the next General Assembly decides on the approval respectively by the corrigenda or the completions of the minutes. |

| Article 37 |
FUNCTIONS AND BODIES |
| 37.1 |
The Executive Committee (EC) is the body responsible to the Board of Governors for administering the IFBA under the direction of the President/CEO. The President/CEO is responsible for appointing each member to the EC and may at any time terminate the appointment. |

| EXECUTIVE COMMITTEE COMPOSITION |

The Executive Committee consists of:
- President/CEO
- Vice President Operations
- Vice President Technical
- Technical Assistant (no voting privileges)
- Secretary General
- Treasurer
- Chief Official
- IT Development Coordinator

| 38.2 |
Within the members of the EC the Executive will consist of two Vice-Presidents, the first VP will be Operations and a second Technical, a General Secretary and Treasurer. |
| 38.3 |
The procedure within the EC, the functions and competence of the EC members shall be governed by the rules of procedure and responsibility lists and as designated when necessary by the President/CEO. |

The details about the function and competence of the EC will be governed by the IFBA Bylaws. |
